MAJOR INTERNET PROJECTS

1997 The Indiana Optometric Association Website: In 1997, Dr, Windsor developed the initial web site, www.ioa.org, for the Indiana Optometric Association to provide information to the public and to connect members. Today his daughter is the webmaster of this site.

1997: The NORA Virtual Campus: Dr, Windsor developed the NORA Virtual Campus, an extensive Internet site on Neuro-Optometric Rehabilitation for the Neuro-Optometric Rehabilitation Association and was webmaster for three years. It provides information to patients, family and professionals on the optometric rehabilitation of brain injury patients. The site currently resides at www.nora.cc.

1996: The Low Vision Gateway to the Internet: In 1996, Dr. Windsor developed the Low Vision Gateway, a comprehensive source for low vision information on the Internet www.lowvision.org, It is deliberately designed not to promote his personal practice. It has been accessed by doctors and patients around the world. It has 70,000 hits per month.


OTHER MAJOR PROJECTS

1996: IOA Primary Eye Care Brochure: Dr. Windsor co-wrote the Indiana Optometric Association’s, “Optometry: Primary Eye Care” Brochure. It has been used to educate third party gatekeeper, legislators and governmental regulators

1991: Indiana Therapeutic Legislation 1991: As Vice President of the Indiana Optometric Association was heavily involved in the passing of pharmacology legislation and served as the first IOA chairman of the I-Task Force, appointed by the IOA to help implement the new law. As President of the Indiana Optometric Association, he successfully led an effort to change the optometry formulary to broad categories.

1985: Development of the Indiana Bioptic Driving Program: Working with other members of the Board of Directors of the Indiana Low Vision Rehabilitation Society and the Bureau of Motor Vehicles, Dr. Windsor helped to develop Indiana’s bioptic driving guidelines. To date, over 700 have obtained drivers licenses through this program. Dr. Windsor is co-planner of the International Symposium on Bioptic Driving to be held in Indianapolis in the summer of 2004.

1984: Comprehensive School Screening Program: Dr. Windsor helped develop a comprehensive multi-disciplinary preschool screening for the Blackford County School system provided screening for over 12 years.

1982 Development of Regional Low Vision Clinics: With his associates, Drs Fettig, Ford and Scott, Dr. Windsor developed a series of regional low vision clinics in Marion, Fort Wayne and Indianapolis. These centers have continued to grow. Today the Indianapolis centers see patients from throughout the United States around the world. Recent international patients have come from Malta, Mexico and China.

1974: Regional Optometric Nursing Home Care: Developed a program to provide quality professional provide eye care to nursing home residents in Indiana. This program was later featured in Modern Health Care Magazine to nursing home administrators. In 1991, he authored: The Management of Low Vision Patients Who are Homebound or in Long Term Health Care Facilities" in Lippincott's Problems in Optometry. It is the most comprehensive treatise on low vision care in the nursing home setting. It has been circulated by the AOA nationally as a model for other optometrists.

COURSES DEVELOPED
 

1996: Indiana University Neuro-Optometric Rehabilitation Course: This program has been presented yearly for the past six years as part of the Indiana University School of Optometry‘s Advanced Therapeutic Course. It introduces students to evaluation and management of the brain injury patient. 1996- Present

1991 Computerization of Optometric Practice Seminar: Dr. Windsor developed this seminar to help doctors of optometry learn how to apply computer technology in their practice. August 14, 1991

1985: Treatment and Management of Ocular Disease Course: Dr. Windsor co-founded with Dr Linda Casser and DR. Jim Hunter, a two day seminar to upgrade the treatment skills of optometrist. The program continued from 1985 to 2000.

1986: Medicare / Medicaid Update Seminar: Dr. Windsor co-developed with Dr. Douglas Morrow, an annual one day update on Medicare /Medicaid. It has grown to include OHSA, HIPAA and Compliance Programs. It attracts over 380 participants yearly. The course includes a new 280 plus page manual for optometrists. 1986 - Present

1976: Workshop in Primary Eye Care Procedures: In 1976, Dr. Windsor developed this program to raise the skills of optometrists. The program featured binocular indirect ophthalmoscopy, foreign body removal techniques and gonioscopy. 1976

1974: Nursing Home In-Service Education Program: During the 1970s, Dr. Windsor developed programs of optometric care at over thirty-five nursing facilities in Indiana and then developed a series of in-service training programs to education nursing staff on subjects including ocular medications, the ocular side effects of systemic medications, vision and aging and low vision rehabilitation. 1974- Present

1974: Indiana Optometry Board Ocular Pharmacology Course: During 1974 and
1975, Dr. Windsor developed a course on ocular pharmacology and together with is associate and President of the Indiana Optometry Board, Dr. R. Lewis Scott , traveled to all twelve Indiana regional society to train optometrists in the appropriate us of ocular pharmaceutical agents.

PERSONAL AND FAMILY


Dr. Windsor was born in Elkhart, Indiana on April 12, 1948. Dr. Windsor has been married for thirty-two years to Marjorie Johnson Windsor. She is a Registered Nurse. The Windsors have five children. Three of their children are adopted handicapped children. They include an adopted daughter, Carla, with cerebral palsy, an adopted son, Christopher, with fetal alcohol syndrome and an adopted mental challenged son, Jerry. Their daughter Laura is a doctor optometry with the Eye Associates Group. Their son Lucas works with profoundly emotionally disturbed children and is a website and video programmer for the Eye Associates Group, LLC.
