1953 Assisted in fund drive to build new Blackford County Hospital.

1982 - 1984 Established the Rich Scott Memorial Music Scholarship upon the untimely death of his son, Rich, to provide a yearly college
scholarship and support for music education at Blackford High
School.

1980 - 1984 Dr. Scott donated his time and the use of his own airplane to fly  Wayne Townsend, Candidate for Governor, to meetings throughout Indiana. Wayne Townsend, former State Senator and candidate for governor wrote of Dr. Scott:

"He has always been in very close touch and maintained
communication when the legislature was considering policy matters  that might improve eye care in Indiana. He has always supported standards that might improve or upgrade his profession. He has spent a tremendous amount of time in public service work to encourage the best in professional eyecare."


1984 Recipient, Resolution for outstanding citizen and professional
contribution to the community, Common Council of Hartford City,
IN( Mayor)

1987 Council of the Sagamores of the Wabash, bestowed by the Governor
of Indiana


II. Service to Visual Welfare of the Public


1952 - Private practice in Hartford City, Indiana. The practice has grown
to four doctors, one optometric technician, three optometric
assistants, an administrator and two administrative assistants. The
main practice location is Hartford City but has grown to include a
low vision center in Marion and offices in Warren and Albany and
provides care regularly to fifty regional nursing and retirement
homes. The equipment and mode of practice are surpassed by few
optometric practices in the country.

Dr. Irvin Borish, noted author and lecturer, wrote of Dr. Scott's
office:
"His office, equipment, and mode and scope of practice demonstrate the forefront on the profession as ideally envisioned, and serves as a relatively rare example of consistency between preachment and practice."

1955 - 1965 School screening consultant to area schools

1974 - 1991 Development with associates programs of quality optometry care at forty nursing and retirement homes in Indiana. These programs bring optometric care to a very neglected group of aged.

1975 - 1991 Dr. Scott and associates have developed a comprehensive preschool screening program for Blackford County.

1975 - 1991 Dr. Scott and associates volunteer time and equipment to screen Headstart preschoolers each year.

1983 Developed with associates a regional optometric low vision center at
Services for the Visually and Hearing Impaired, Marion, Indiana, to
serve the partially sighted in Central Indiana. This Center serves as
a referral center for area optometrists, ophthalmologists and social
service agencies.

1983 - 1991 Dr. Scott and his associates have provided screening services to over seven hundred participants as part of the 21 Alive/Red Cross Health fairs.


III. Service to Optometry


1969 Chairman, Davey Optometric Fund Drive, for the Indiana University
School of Optometry.
Henry Hofstetter, Rudy Professor Emeritus of Optometry in a letter
supporting Dr. Scott's previous nomination for an A.O.A.
Distinguished Service Award discussed this fund drive:

"To salvage the fund drive it was decided that the new chairman must
be someone of impeccable integrity and of statewide reputation whose
involvement would be recognized as being purely in the interest of
better optometric education. It quickly became obvious that Lew
Scott was the man, even though he was not an alumnus of Indiana
University.
Because he recognized the necessity of dedicated leadership, Lew took
on the assignment, refined the fund drive clearly in terms of specific
objectives, personally solicited generous pledges and donations from
every optometrist he could contact, and brought to a conclusion what
may well be the most successful fund drive for educational support
in the history of optometry."


1971 Addressed the Society of European Optometrists at the annual meeting
in Venice, Italy, presenting a paper "The Practice of Optometry in
the U. S. Today."

1972 Addressed the Society of European Optometrists in Monaco,
presenting a paper, "Full Scope Practice of Optometry in the United
States".

1973 Worked diligently to seek passage of a continuing education bill for
optometry. The legislation became law and had a profound effect on
the quality of educational opportunities for optometrists and in turn
has improved the quality of care of Indiana residents.
Dr. Scott's commitment to continuing education begins with himself.
He travels continually to update his professional skills.

Dr. William Baldwin, Dean of the University of Houston College of
Optometry wrote of Dr. Scott:

"He has a rare gift for separating the important issues from the
trivial, and bringing resolution to them. He has made many trips
from Indiana to Texas in his own plane to take transcript quality
continuing education courses because he thought it important as a
member of examining boards, as well as to enhance his own skills.
He is in my experience one of optometry's most effective leaders.
While he gives unselfishly of his own time, he does not seek personal
credit, but is quick to commend others for their efforts. Lew has
the highest respect of all those who have worked with him in
optometric causes".

1974 Developed a program in optometric pharmacology  with Dr. Windsor and they traveled to all twelve local optometric societies to clarify the legal status of
optometric use of legend drugs.

1974 Elected to the National Board of Examiners in Optometry as
representative of the International Association of Boards of Examiners
in Optometry.

1974 - 1979 N.B.E.O. Section Author/Editor Ocular Pathology Examination

1974 - 1984 Lectured annually to Senior Optometry Class at Indiana University
School of Optometry.

1974 Dr. Scott and associate developed a program of optometric care for
the United Methodist Memorial Home, Warren, Indiana. This
program was later featured in Modern Health Magazine as a model
in delivering optometric care to the aged. The clinic is a model in
cooperation between general medicine and optometry to provide
quality eye health care to a population of over four hundred aged
patients.

1975 - 1976 Testified before Ohio legislature committees on two occasions to help
Ohio optometry in its bid for legend drug legislation.

1975 Was instrumental in negotiating an agreement between the Indiana
Optometry Board and the Indiana Pharmacy Board which clarified
the ability of optometrists to obtain and utilize pharmaceutical agents.

1977 - 1979 Secretary, National Board of Examiners in Optometry

1978 Co-Chairman Joint Committee of International Association of Boards
of Examiners in Optometry and National Board of Examiners in
Optometry, to develop a national practical clinical examination
model.

1979 Represented the Governor of Indiana, Attorney General and Indiana
Optometry Board in Federal Trade Commission Hearings

1980 - 1982 Anatomy/Pathology Construction Committee for the N.B.E.O.
Examination

1981 President, National Board of Examiners in Optometry
Norman Wallis, Ph.D., O.D., Executive Director of the National
Board of Optometry has written of Dr. Scott:


"Since his nomination to the NBEO in 1974 by the International
Association of Boards of Examiners of Optometry, Dr. Scott has
exhibited his outstanding ability and leadership in many different
ways, including great foresight in the useful role of the NBEO for
the profession's future development. For example, he introduced the
concept of scoring the NBEO pharmacology examination so that it
became necessary for passing the National Boards, an idea which to
many people at the time was difficult to accept."


1982 - 1984 Pharmacology Construction Committee for N.B.E.O. Examination in
pharmacology Jerald Strickland, O.D., Ph.D., Associate Dean at the University
School of Optometry wrote of Dr. Scott's N.B.E.O. work:


"His recent leadership as President of the National Board of
Examiners in Optometry has delighted the entire optometry academic
community. Through his leadership the N.B.E.O. has reached a level
of sophistication that most of us would have felt to be impossible
some 5 - 10 years ago."


1981 Addressed State Government Clearinghouse Council on Licensure,  Enforcement and Regulatory Conference, St. Louis, Missouri, presenting a paper, "Professions and Boards Views of the Sunset  Process."

1981 - 1984 Member of State Board of Health, Health Professions Manpower Committee

1981 Addressed the International Optometric and Optical League of Europe   in Paris, France, presenting a paper, "The Optometric Licensing   Procedure in the United States". Dr. Scott represented the National Board of Examiners in Optometry.

1983 Appointed as Adjunct Assistant Professor of Optometry, Indiana
University School of Optometry

1983-1988 Indiana University Externship Program: Two Senior Optometry
students spend eight to sixteen weeks learning the latest in
clinical procedures from Dr. Scott at his office in Hartford City.

1984 Addressed the annual Bradford Woods Conference of the Indiana
Chapter of the American Academy of Optometry presenting a program
"Your Use of Drugs".
